Contract Description:
The Celestial Chelonii Conclave reside in an ocean dimension populated by aquatic and avian giant turtles upon which the smaller residents live. While they very greatly in shape, size, and capability, they share a generally peaceful disposition and a love for quiet contemplation, cultivation, food, and relaxation. This is contrasted by the devotion of some of the smaller (more human sized) residents devotion to taijutsu and the way of the shinobi. When the situation calls for it, they make fierce and relentless combatants capable of great strength and durability along with surprising speed.

Central to their culture is reverence for their ancestors - chief of which is Glump Glump, a massive tentacled snapping turtle that meditates at the floor of their ocean dimension and surfaces for air but once a millennia.

Those who contract with the Celestial Chelonii Conclave receive a seal somewhere on their body that looks vaguely like a turtle shell marked with the 8 trigrams. This seal glows green whenever the summoning jutsu is performed.

Description: This massive flying aspidochelone, whose mountaneous shell is covered in meadows and trees, is one of many that have been hibernating for centuries and may in fact never wake. She herself is a smaller specimen: about 55 meters in diameter. She is able to subconsciously sense where her summoner desires her to go and will drift there with surprising speed. Silver Shelly will unconsciously avoid any collisions and, if somehow damaged in any significant way, will reflexively retreat to her home dimension (at the end of her summoner’s post) regardless of remaining durability. This makes her useless in combat. Furthermore, her muscles are stiff and atrophied from centuries of use and at this point are good for little more than directing her huge mass along the air currents. A previous signatory of the Chelonii Conclave Contract had built a modest keep perched upon the apex of her shell. Her chakra-infused breath-vapor settles around her lower portions appearing as a fluffy cloud from the ground and sometimes enveloping her completely in a localized fog.

Lore/Flavor: Similar to the Monkey King Enma's transformation into an adamantine staff, the members of the Celestial Chelonii Conclave practice a technique whereby they are transformed into a suit of armor in order to better protect their summoner.
Description: Via this technique, any given summons of the Celestial Chelonii Conclave may be summoned as a suit of armor or transform into a suit after being summoned. In either case, green slime extends from the summoners seal which quickly covers their entire body and takes the form of the armor. In the latter case, the summon disappears in a poof of smoke immediately before this occurs. This technique may be utilized on a given summon at any rank up to 1 higher than the summon's tier (for example, an A rank summon could be transformed bia this technique at S tier or below while a B rank would be limited to A rank or below). While the suit of armor is customized to fit the user perfectly, human sized summoners can only utilize roughly human sized summons while giant sized summoners can only utilize giant sized summons with regards to this technique.

Depending on the rank at which this technique is used it provides varying advantages as shown below. Initial cost is standard for the given rank. Upkeep is 2 ranks lower than initial cost.

After using this technique for 4 rounds, each additional round incurs a cumulative minor disadvantage to constitution that persists for the rest of the topic

Lore/Flavor: This technique ensures that the user has a restful sleep while drifting effortlessly through the sky.
Description: An instinctive technique used by the aerial aspidechelones of the celestial chelonii conclave. As they fall asleep mid-flight, they spend the required chakra which conjures a cloud under and around them. This cloud supports them as they drift and swim through they sky in a deep sleep, and lasts until they awaken. The cloud generated by this technique gradually takes on the characteristics of other nearby clouds as it is somewhat affected by atmospheric conditions.

Drawbacks: The main drawbacks of this technique are that it is basically a B rank technique for being lazy and sleeping well. Though it provides a visual screen, the user must remain asleep so it is virtually impossible to use in any kind of combat setting. If the user wakes, the cloud immediately begins dissipating. This technique also does not confer the ability to fly, it merely makes flight virtually effortless for one who can already do so.

Before you go into this I just want to point something out.

Sedate: Time spent in peaceful endeavors (not combat) does not count against summoning duration.

This is not okay and will need to be removed.

Sedate has been removed. It was mainly there for RP purposes so I didn't think it would be a problem. Thanks for the feedback!

Quick question for future reference: Is the problem that the ability was indefinite in terms of summoning length or that it extended summoning duration at all? In the source material there is reference to a summon that was stuck summoned for 50 years due to a particular accident so there is precedent for long duration, but I understand if it isn't allowed here for balance purposes

The summon duration is one of the core balancing factors of Kuchiyose that we have on site so having something that just nulls it subverts that balance. Even in social topics summons still adhere to the duration rules as you can see in both Saya Aburame and Not Akbar's twins characters here on site.

Overall, could you describe the size of these guys in actual measurements so we have an idea of how tall/heavy/etc.. they are?

First one, swarms (units) are things like a swarm of bees, a swarm of ants, things that wouldn't justify stats above like, poor as individuals. The first one could be 5 guys you have access to but not summoning five guys at once.

Second one, other than it's dimensions looks fine.

Third one, as long as it's understood that it still follows the rule where summons don't disperse until the end of your post then looks fine.

Boss, your guy is only an adept so until you get expert you can't create a boss for the contract.

Armored Transformation, Flight is something I don't think should be granted. As it seems when they become armor they lose the ability to be dispersed through damage, which means this just gives you the Flight Restricted. It also should require an upkeep cost as it constantly gives boosts to the user.

Restful Cloud, does this last until the summon decides to wake up? If that's the case this could be upward of 20 posts of flight for 10 SP. It should have an upkeep or a post limit, one of the two.

Thanks for the feedback. I'll be sure to post a heads up in the future that things are ready for review beyond just editing the title...just didn't want to pester/bump excessively.

I made the changes you suggested to the summons. Dimensions are defined, the squad is reduced to an individual.

Regarding the techniques:
Armored Transformation: I removed the flight option. I added an admittedly low upkeep. Initially I refrained as I figured the summoner would already be paying for the summon and the transformation technique, AND the summon already had a duration. I hadn't thought of losing the ability to be dismissed via damage so thanks for pointing that out. Hopefully the upkeep I edited in is sufficient to balance this technique which was intended to be heavy on the upfront cost but have minimal upkeep, balanced again by duration. If not perhaps I can add some way for the summons to be dismissed even while transformed.

Restful Cloud: This technique doesn't confer the ability to fly, in fact flight is a prerequisite. It is basically an RP technique to help my flying tortoises be lazy while also providing a bit of visual cover. It is intended to last as long as the target is asleep. More of a "summon camoflouged comfy mattress" technique rather than sprout wings. On a side note, I am rather amused by the implications of these giant atrophied flying tortoises that have to land almost as soon as they wake up b/c they lack the strength to stay in flight for more than a minute or two.

Hopefully that addresses everything sufficiently. If not I appreciate further recommendations.

First two look good, approved on those.

Shelly: 100m for a C-Rank summon is a bit excessive, most boss summons/bijuu/gedo statue/susano'o/etc.. are only around 60m and cost considerable more chakra to summon than this. Surprising speed being fluff since it's Reflexes are Poor, her dispersal is at the end of your post and not the post, and then it looks okay.

While I understand your reasoning that's just the price of having to use a technique through a summon medium. If you want to make the Upkeep as 2 tiers less so 20 for S with an Upkeep of 10 so on so forth, then that's fine, but an S-Rank that gives full boosts with a D-Rank upkeep is denied. I know the pain of this as Mayuri's summons have similar drawbacks but it's the price you pay for using Kuchiyose unfortunately.

The point I was making is that for a considerably small exertion of chakra your summon uses a technique to fly for upwards of 20 posts while being unconscious and providing you cover. If this was just a turtle flying than it's fine, but the constant creation of a cloud that moves with the user would require some amount of Upkeep.

Ok, I adjusted the wording on silver shelly (and used some leftover points to bump her speed a bit). As far as I understand, that should take care of the issues. I also added the upkeep to armored transformation. Adding upkeep to what is meant to be almost purely a fluff technique anyways doesn’t sit right with me so I guess I’ll just let restful cloud go for now. Thanks for your help with this so far.

Shelly is still 100m diameter for a C-Rank, which exceeds even the largest of summoned bodies we've seen for a fraction of the cost. Either she needs to be smaller or not a C-Rank.

Armored Transformation is fine though, approved on that.

Also, upon reflecting on the mythology of my contract I can't help but think regeneration makes more sense as opposed to earth as the 4th CA. There isn't and earth or land in their whole realm aside from what is on the backs of some of the turtles. I originally was going to utilize ijutsu or fuuinjutsu but found out that was no longer allowed. However, regeneration would fit the celestial/divine theme well and seems to be specifically allowed. I envision wounds glowing with green light as they heal spontaneously. Obviously with this change one of my summons would have to be scrapped but that is a sacrifice I'm prepared to make to have a more thematically consistent contract. In light of all that I'm requesting permission to change EARTH to REGENERATION for my 4th CA. My character has not used any summons yet.

Thanks for the approval!

Not sure if it is necessary, but do I have approval to add the regeneration ability to each of my current summons then? I assume there is no issue but I just want to be explicit about it.

Description: the user is Blessed by the revered most ancient ancestor of the Celestial Chelonii, a giant tentacled snapping turtle who meditates for a millenia at at a stretch on the bottom of their sea. The summoner sprouts up to 4 rubbery suction-cup-lined tentacles, no longer than 1.5x their own height, from anywhere on their body that they wish. These tentacles cannot form hand signs or wield weapons. They have the same stats as the summoner and regenerate – though they do not confer this later ability to the summoner.
Upkeep is normally 3 sp per post, unless manifested simultaneously with another technique from the Celestial Chelonii Conclave’s contract (such as armored transformation, for example) in which case the upkeep drops to 2 sp per post due to the synergy of the energies involved. These tentacles are also compatible with techniques such as chakra flow and its variants.
Drawbacks: This technique doesn’t do much except extend the summoner’s reach. Any taijutsu style benefits are limited to the non-tentacle parts of the body unless explicitly mentioned in the specific style. One cannot perform this technique without the blessing of GlumpGlump which is represented by signing the summoning contract. Furthermore, glumpglump does not confer her blessings on the dimwits- masterful or greater wisdom is required to use this technique. Finally, loyalty is required. When the summoner first learns this technique, they are only able to manifest once tentacle. For every 400 cp they earn after learning the technique, they may manifest one additional tentacle until they reach the limit at 4 after earning 1200 cp.

Just got time for this one before uni, this is eh, hard denied, sorry. Noto nly does this infringe on the 8 tails bijuu, it is also vastly better, has nothing to do, at all regarding turtles and tentacles don't have hands, therefore can't weave hand seals. Sorry, I'm not sure what kind of advice I can give you to make it work without it being pretty much a copy of someone else's custom or it infringing on the restricted ability of the 8 tails.

Thanks for taking the time to look at this. I think I understand why my other tech was denied, butI think I really have a case for this one. Regarding turtles and tentacles, this is from the contract:

“Central to their culture is reverence for their ancestors - chief of which is Glump Glump, a massive tentacled snapping turtle that meditates at the floor of their ocean dimension and surfaces for air but once a millennia.”

For my major summons I was going to have a priest of glumpglump who has began o permanently manifest traits such as this as a sign of her favor.

As far as stepping on the 8-tails toes...It just doesn’t seem unique enough to be significant. I believe there is already a straight up octopus contract. The snake contract grants the ability to manifest snake-appendages, uzamaki hiden includes the adamantine attacking chains which is in many ways far superior...let alone the sealing chains, and jinchuriki all have the ability to manifest chakra arms which are greatly enhanced. Oh yeah, there is also the clan with the spider hiden that grows extra limbs. And wood and sand release for example.

All that said, there is plenty of room to scale my technique back quite a bit. I’ll try editing it down to 4 limbs max and no limb may be longer than 1.5x the users height. I also can take out the ability to make hand seals as I admit that may have been a stretch. Additionally, as glugglub spends most of her time meditating she clearly values wisdom so I can add a wisdom requirement.

I think I have a pretty good case here bit I am willing to be flexible if necessary. This really doesn’t seem gamebreaking or thematically problematic. That said, I am new here and I don’t want to make too many waves.

I hope with these changes we can go from a hard no to a maybe at least

EDIT: I just to a look at some approved custom wood release tendrils that are bery similar to my edited version of my texhnique. That one grants a boost and costs a bit more. Mine doesnt and costs a bit less.

That quoted first paragraph is actually one of the reasons why the tech might be given more scrutiny. Snake Contract is off the Restricted list, Uzumaki Hiden are part of a clan, Jinchuuriki are also off the Restricted list, Kidomaru's bloodline is a clan, Wood and Magnet are also clans. Each of those requires a sacrifice on the part of the character - a Restricted slot or at the very minimum 200 ACP for the Clan Tax. Some also require further ACP expenditure, such as buying an Advanced Element for 500 ACP or requiring a bare minimum of the Kuchiyose Skill (again, ACP). Mimicking parts of these abilities seems minor, but in the sense of trying to make the individual who made whatever sacrifice they made in order to attain it not feel as though their sacrifice was, in any part, in vain, we do judge things that mimic any portion of their abilities a bit more harshly.

The Octopus contract would naturally have tentacular appendages. It sounds silly to ban an animal because it has tentacles.

The technique you describe as being approved does allow the creation of four three-meter appendages (described as tendrils) to defend from basic attacks and improve movement. It gives a minor boost to Coordination (a Major Advantage, and as a B-rank technique this will diminish to practically nothing at higher stats). It does not benefit from any Skill (other than Ninjutsu, but it makes no mention of Taijutsu or the like). It also can only be used for three posts at a time. I do not see the correlation between this approved technique and yours other than that they both make extra appendages. His also is of a versatile Advanced Element Kekkei Genkai that already has several canon abilities similar to it (such as Underground Roots Technique and Cutting Technique).

Your case is not as good, with a different light shed on your points, BUT if you can convince Ayano with enough changes to the technique, you're welcome to do so.

Thanks for the detailed response. If I'm understanding you correctly, then the main concern is approximating the investment that others have put into their techniques as the concept itself is definitely not unique. That sounds very doable.

To start, my technique requires one to either be a turtle (not relevant for PC's as far as I know) or have the kuchiyose skill (200 ACP). Specifically, one has to have the skill and sign this particular contract. It also requires Masterful Wisdom, which most lower level characters don't have afaik. In any case, it does represent an additional required investment.

If further investment is required, I am open to suggestions. To start, I will make the technique progressive based on CP earned since signing the contract. It will start with a measly 1 tentacle allowed, and every 400 (this can be adjusted based on your rec) cp earned after signing the contract will allow the summoner to manifest 1 additional tentacle. This nicely represents growing trust and bonds between the summoner and the turtles, and places a significant hurdle of 1200 cp to surmount in order to fully realize the technique.

I'd love to hear thoughts regarding this adjustment and if it is sufficient or not. If not, as I stated above, I am open to ideas. Thanks for taking the time to work with me!

I'm not sure how to explain what I mean. It defeats the purpose of them having the ability if you can make one up that is equal to or better than it. While the ability doesn't *seem* relevantly unique, it is unique enough that we want to keep it where it is - in the hands of clans, appropriately themed summoning contracts (I guess, personally I hate summons), and other Restricted abilities. In terms of investment, you need Kuchiyose to make your own contract, and you're trying to register a custom technique for your contract - any technique you make for a contract will have this drawback. Masterful Wisdom comes with its own benefits, as well. Your ACP earned since contract idea is a weak hurdle. I'd just let it go.

I'll let Ayano finish looking at the contract itself - I only initially stepped in to explain some things that pretty much all custom registrations tend to adhere to.
